Dream home for few, others wait

NEW DELHI: A 28-minute computerized lucky draw held on Tuesday ended the over three-month long wait of 5.67 lakh Delhiites for a DDA flat in the capital. Most of them were, of course, disappointed.

Though initially, the total number of flats up for allotment was 5,010, it was revised to 5,238. But, only a little over 1% of the applicants could smile at the end of the day.

According to DDA spokesperson Neemo Dhar, the draw for 5,66,906 eligible applicants was held in front of four judges and the results were being uploaded on the Authority's website besides being displayed at its headquarters, Vikas Sadan.

The flats are priced at almost half their market price, ranging from Rs 7 lakh to Rs 77 lakh. Many of them are in the city's most sought after colonies like Dwarka, Rohini and Vasant Kunj besides Motia Khan, Narela, Pitampura, Paschim Vihar, Shalimar Bagh, Dilshad Garden and Lok Nayak Puram. These include one-bedroom, two-bedroom and three-bedroom flats.

According to DDA sources, about 60% of these flats are new constructions and the rest include flats that were either allotted to the government and have now been vacated or those which have been surrendered owing to non-payment by the allottee. About 286 flats are expandable and their owners would be allowed to construct up to two storeys, sources said.

Though the spokesperson did not specify the number of flats allotted to different categories of applicants, she said 17.5% of the flats in the draw were reserved for SCs against 37,741 eligible applicants. About 7.5% flats were reserved for STs 9,147. She added the successful applicants would receive an official letter from DDA by December 30 and they have to deposit the full amount in the next 60 days. "We will give some grace time if the applicant seeks so,'' she said, adding that the Authority would refund the cheque to the applicants who weren't allotted a flat by this month-end.

The DDA would give two days to applicants whose applications don't show up on the website to get the error rectified. A majority of the applicants had made the initial payment of Rs 1.5 lakh availing the offer by banks required at the time of submission of the form. They had to make a one-time payment of a little over Rs 5,000 and this amount included the interest on the amount for the period till the result of the draw was out. Hence, all those didn't make it will lose Rs 5,000.

Although as per the DDA sale document, the Authority would also publish a waiting list of 200 applicants, officials preferred to avoid any question on this issue.

The atmosphere at Vikas Sadan was tense throughout the day as desperate applicants planted themselves at the DDA office early in the day. Extra security guards could be seen deployed to manage the swelling crowd. When the list was finally put up around 2 pm, it caused a mini-stampede in the office as hundreds jostled for a close look. For many, it took over an hour just to get a glimpse of the list as many applicants scanned the list several times to ensure they hadn't missed anything.

Since there was only one LCD screen to telecast the draw live, people gathered outside started shouting slogans against the DDA and raised questions on the transparency of the draw.

DDA amasses over Rs 120 cr in interest

NEW DELHI: Finally, after a tense three-month wait, results of Delhi's Great Housing Lottery are out. The Delhi Development Authority (DDA) has selected the winners who would be eligible to buy its flats. The odds were tough over 5,60,000 families had applied for 5,020 flats, about 112 applicants per flat. And, without selling even a single flat, DDA has already raked in a profit of a cool Rs 120-Rs 200 crore.

DDA sold 12.64 lakh application forms for Rs 100 each, netting Rs 12.64 crore. Less than half could finally apply given the steep application fees of Rs 1.5 lakh. Yet, roughly every seventh household in Delhi had applied.

So, the DDA ended up with about Rs 7,680 crore in its coffers. This whopping amount has gathered interest for three months. At a conservative 6% per year, that would be about Rs 115 crore, and at 10% it would be touching Rs 200 crore. Barring the 5,020 lucky families, the rest would get back their Rs 1.5 lakh. But DDA keeps the interest Rs 120 crore to Rs 200 crore.

But all this is just the tip of the iceberg. The real question is: Why is there such a mad rush for a mere 5,020 flats in a metropolis of 1.7 crore people? According to the 2001 Census, there was a net shortage of over four lakh homes in the Capital, consisting of 1 lakh families sharing the roof with other families, and another 3 lakh that lived in unserviceable, kuchcha houses.

Besides this, an estimated quarter of Delhi's population stays in rented accommodation. All told, therefore, about 11.5 lakh households needed modern housing. And this was 7 years ago, the situation would be worse today.

It is this mismatch of demand and supply that accounts for the mad scramble for every DDA offer. Homes offered by private builders are unaffordable for most middle class families, leave aside the poor. DDA should have taken care of this as it was created for this purpose. But its sub-par performance over decades has contributed to the housing shortage.

Rahul Gupta registered for DDA's Rohini scheme back in 1981. He, and many others, have still not got plots. There are about 25,000 such persons awaiting allotment of plots for the past 27 years, he laments.

DDA has sold just 3.7 lakh flats in the past 40 years. According to the Annual Administrative Reports of DDA for the years between 2002-03 and 2006-07, its spending on construction of flats and shops declined from about 5% to a measly 1% of its total annual expenditure. It spent about Rs 1,500 crore on construction of houses and shops, and raked in over Rs 2,289 crore from their sale.

DDA's real focus was on land. It bought land for Rs 2,616 crore and netted over Rs 10,155 crore by selling it off to various building agencies like group housing societies. Its income from sale of land has shot up from about 7% to 18% of its total income.

In case you think the DDA might not have the cash needed to build flats, consider this: it earned over Rs 16,383 crore in the past five years from its investments in securities and bonds. Such earnings have gone up from about 23% of its total income in 2002-03 to over 32% in 2006-07. Its total receipts have zoomed up from Rs 6,383 crore in 2002-03 to over Rs 22,394 crore last year, an increase of over 250%.

Experts feel that in the coming days, with huge land development by private builders proposed under the new master plan, DDA's role in affordable housing may shrink further. But since most land in Delhi will pass through DDA's hands, it will still laugh all the way to the bank.

DDA's dream home draw results to be out today

NEW DELHI: The fate of 5.67 lakh applicants, all hoping to win the opportunity to own a DDA flat, will be decided on Tuesday. The draw of lots for the 5,010 flats up for grabs will be held at noon.

In an attempt at transparency, the computerised random draw of lots will be carried out before a jury comprising senior bureaucrats, professors from IIT and experts from the media. The results will be available on the DDA website from 3 pm onwards and the results will also be published in some newspapers.

In a mad rush to own a home, the DDA offer of 5010 flats had attracted over 7.5 lakh buyers of application forms. About 5.67 lakh forms came back to DDA at the final count. Further, not too many forms were rejected after scrutiny.

Out of the 5,010 flats, 352 are three-bedroom units, 889 are two-bedroom ones, 3,231 are one bedroom flats, while 286 are expandable. In space-starved Delhi and amidst skyrocketing property prices, these flats will be available in areas like Vasant Kunj, Rohini, Dilshad Garden, Paschim Vihar, Motia Khan, Dwarka and Pitampura.

At a time when property prices and escalating EMIs have made the dream of owning a house in the Capital a distant one, these flats would cost anything between Rs 7.2 lakh and Rs 77 lakh.

According to DDA, 60% of these flats are new constructions. The rest include flats that were either allotted to the government and have now been vacated or the ones which have been surrendered owning to non-payment by the allottee. There are also those which were under construction for some time.

DDA Housing Scheme 2008 is the 43rd such scheme by the authority. The first housing scheme was launched by DDA in 1968. Then it was an open ended general scheme where the applicants were registered and as and when the flats were available, the DDA alloted them through a manual draw of lots. This general pattern continued till 1999 when the first one time scheme was launched wherein one time allotments were done and the unsuccessful registrants were returned their deposit. According to senior DDA officials in the housing department, the general scheme was discontinued as it was creating a backlog of pending registrants who were awaiting allotment for long.

Since 1999, DDA has been following the first one time allotment scheme. DDA has allotted 3,71,215 flats in all categories under the 42 schemes launched till 2007.

Another mega DDA scheme to offer 14,000 flats

NEW DELHI: If you fail to find your name in Tuesday's draw for allotment of 5,010 flats under the mega DDA scheme, don't lose heart. The housing agency is readying an even bigger project which will put a whopping 14,000 flats on offer across the city.

Having finally woken up to the acute housing shortage in the capital, DDA is in the process of constructing flats for all three income groups - high, middle and low - in places like Vasant Kunj, Dwarka, Rohini, Jasola, Narela and Pitampura.

Sources said the upcoming DDA project will deliver around 3,150 flats for the high-income group, around 770 for middle-income group, 8,000 for low-income and 2,000 for economically weaker sections.

Approximately 3,600 of these flats will come up in Vasant Kunj and around 2,100 in Dwarka, a DDA official said. Close to 800 HIG and MIG apartments are also being constructed in localities like Pitampura, Mukherjee Nagar and Motia Khan.

The scheme, likely to be announced by 2010-end, will be another chance for people to own a house in the capital at rates cheaper than those offered by private builders.

Urban development minister S Jaipal Reddy has been pushing the government agency to build more flats to meet the huge demand-supply gap in housing in the capital and has also been urging private builders to focus on affordable housing.

At the recent economic editors conference, Reddy had argued that private builders should "give up their idea of fancy apartments" and instead cater to the huge middle-class demand for affordable housing.

"There is a silver lining to this slowdown. Prices of urban land, which had shot up, have come down. It is time for entrepreneurs to go for low-cost and middle-class housing projects," he had said.

DDA, often criticized for neglecting weaker sections, is constructing houses in Rohini and Jasola mostly for these groups. An official said the agency would deliver around 4,500 LIG apartments in Rohini, 1,400 in Vasant Kunj, 750 in Dwarka and around 2,900 flats for LIG and EWS category in Jasola, Kondli and Molarbandh.

Although these flats will be costlier the earlier ones, the rates will be much less than what private builders and developers charge in the NCR, a DDA official said.

As the number of applications are likely to be more than the housing stock, the allottees would be selected through a draw of lots.

In the housing scheme launched by DDA in August, for which the draw will be held on Tuesday, around 5.12 lakh forms were submitted for about 5,010 ready-to-move flats in various localities. The scheme was launched after a gap of two years.

BDA - Bangalore Development Authority

Bangalore Development Authority or BDA instigated operations on 6th January 1976 under the BDA Act 1976. BDA amalgamated the developmental duties of Bangalore City Planning Authority and City Improvement Trust Board (CITB). MMRDA was set up under the Mumbai Metropolitan Region Development Authority Act, 1974 Government of Maharashtra. The development strategies of MMRDA expand to sectors like housing, water supply, transport, ecological balance and the likes. As an apex body for the development of Mumbai in all sectors, it has the sole authority over the formulation of policies and preparation of plans for a key project. New growth centers are developed through these key projects under the careful monitoring of the authority. Sometimes, MMRDA itself implement the project taking into account its particular significance.

Mission
Their main aim is to achieve a balanced development in Mumbai. For this they follow certain strategies such as preparation of upcoming projects, endorsement of alternative growth centers, strengthening of infrastructure finance and provision of development finance. In order to put these strategies into practice MMRDA prepares plans, devise certain policies and directs investment in the region

Projects
Bombay Urban Transport Project (BUTP)
It was started in 1997 and completed in 1984. Under this project five fly-overs bus depots wers construted. Apart from this 700 buses were provide and new bus shelters and Hi-Tech traffic signals were installed.

Mumbai Urban Development Project (MUDP)
Under this project 35,000 slum households in Greater Mumbai was provided with better amenities and provision of water supply and storm water drainage were also undertaken.

DDA- Delhi Development Authority

DDA - Delhi Development Authority instigated operations in 1957 under the Delhi Development Act for a well-planned, orderly and swift development of Delhi into a capital city in its true sense. The biggest challenge in front of the Ministry of Urban Development Delhi has always been to provide adequate residential and commercial infrastructure facilities to over 11 million people in the city.

This metro and Capital of India has been attracting large number of immigrants from the neighboring cities and states and provided an accommodating atmosphere to all. The credit of this largely goes to the Housing Development Authority or DDA. Starting from the basic plan of Delhi by the legendary Edward Lutyens and Herbert Baker, DDA Regional Housing Authority had the challenge to develop a pre-painted canvas into a beautiful artifact that New Delhi surely is with plenty room for all and more to come.

DDA Master Plans:

The DDA Master Plan was formed in 1962 to ensure an organized and structured development of New Delhi. This included recognizing of new land that can be developed into residential properties and make self-contained colonies by providing ample commercial office and retail complexes as well. The DDA Masterplan was revised in 1982 to formulate the Master Plan 2001 and then re-revised in 2007 to form the Delhi Master Plan 2021.It lays down the basic infrastructure requirements for a city estimated to have a population of 128 Lakhs.

Besides the Master Plan, DDA formulates Zonal Plans, Action Area Plans, Urban Extension Projects etc. focusing on particular areas. The spheres covered include residential Housing schemes, commercial complexes and office spaces, land development, recognition and preservation of unknown heritage sites in Delhi, sports complexes, play grounds, Multi-facility Gyms, Golf courses etc.

DDA Housing:

The development of Housing projects by DDA commenced in 1967 with construction of houses and providing the basic amenities like electricity, water supply, sewage disposal, and other infrastructure facilities. The new projects undertaken instigate with recognition of project sites, public announcement about the new DDA housing schemes in various categories through newspapers and other media advertisements, formal acceptance of the applications, a transparent draw system for shortlisting of the applicants and finally allotment of the property.

Some popular DDA Housing Schemes of the past include New Pattern Registration Scheme that offers home registration along with the property purchase, Janta Housing Registration Scheme that offers house registrations for the EWS (Economically Weaker Section) category and Ambedkar Awas Yojana that alloted Janta, LIG & MIG category flats to the SC/ ST registrants. The Residential land is alloted to individual applicants, the farmers whose land is acquired for development and group housing societies through public auction.

DDA Land Development:
The Delhi Development Authority acquires land for development in Delhi. So far, over 64354.88 acres of land has been acquired with successful development projects on 59504 acres and 30713.95 acres as residential land. Besides, the construction projects, DDA land development also includes providing a lush green belt and forest area for a clean and healthy environment by developing regional parks, neighborhood parks, district parks, play fields, and sports complexes.
DDA Commercial Properties:
DDA undertakes construction, development and maintenance of commercial properties like retail shops in local markets, shopping complexes, office complexes, make shift industrial set ups, hospitals, community halls, clubs, educational institutions, religious segregation centres etc. These properties are disposed through auctions or tenders.

DDA Sports Complexes:
Delhi Development Authority aims to provide an entire network of sports facilities through sports complexes, play fields, multi-facility gymnasiums and fitness centres, golf courses etc. DDA provides the basic infrastructure facilities, coaching through the top sports persons in India, providing stipend and kits and other facilities to identify and train budding sports talent in Delhi.

Besides this DDA also conducts various talent hunt schemes through its Sports Complexes in Dwarka, Saket, Hari Nagar and other areas. DDA Dwarka Sports Complex along with DDA Saket Sports Complex plans to host State Level tournaments to provide a platform to professional and amateur sports people to showcase their talent.

Ministry of Urban Development
